While there's no clearly defined difference, sleeves generally refer to a more simple support that uses compression and gel but no rigid components. Braces tend to have moving parts or rigid components suited to more serious issues. 

The only thing that can 100% protect your elbow is laying perfectly still all the time. Even when walking down the hallway at home, all it takes is a slip to fall and land on the elbow.
